The Special Plans Examiner/Inspector (SPE/I) program was an innovative approach to energy code enforcement developed in Washington State in 1994.  Its development was commensurate with the enforcement of the state’s first comprehensive energy code covering nonresidential construction.  With support from the utility community in the state and with the resources of a dedicated non-profit organization, the SPE/I system was developed and implemented in collaboration with the building official organization in the state. This report examines the possibility of resurrecting this program.
