PSE Releases Biennial Conservation Achievement Review (BCAR) RFP for 2022-23 Program Years

Puget Sound Energy Inc. (PSE), headquartered in Bellevue, Washington, is soliciting proposals for the Biennial Conservation Achievement Review (BCAR) for the 2022-2023 Electric and Natural Gas Conservation Portfolio. This Request for Proposals (RFP) is sponsored by PSE Customer Energy Management’s (CEM) Strategic Planning, Evaluation, and Research (SPEAR) team.

PSE is the largest energy (gas and electric) utility in the state of Washington. Your company is offered an opportunity to submit a proposal. Per Washington Utilities and Transportation Commission (WUTC) orders, the selected vendor will conduct an independent third-party review of PSE’s portfolio-level savings reported by PSE during the 2022-23 biennial period. The scope of the work will include the following tasks:

  1. For electric conservation measures, review deemed Unit Energy Savings (UES) values used by PSE for reasonable consistency.
  2. For electric and natural gas conservation portfolios, audit of total portfolio electric energy savings reported by PSE for consistency with tracking system data. 
  3. Review Company actions taken in response to recommendations from 2020-2021 BECAR.
  4. Assess whether the company has undertaken follow-up actions on program evaluation studies based on the Evaluation Report Responses included with each completed program evaluation not yet reviewed in previous BECAR reports or reviewed by previous BECARs, but not yet addressed by PSE.
  5. Review in more detail the energy savings of some programs or measures selected in consultation with PSE, Commission Staff, and the CRAG.

Questions and responses to all questions will be posted to Conduit NW in writing by 5:00 PM PT on May 23, 2022. Submittal of questions will be through e-mail only. PSE is able to more accurately track and respond to questions submitted in this manner.
  • Due Date: Electronic proposal responses must be received by no later than 5:00 PM Pacific Time, June 3, 2022 to CEMRFP@pse.com

No ‘Intent to Bid’ Form is required for this RFP.  All related correspondence should be sent to CEMRFP@pse.com, including requests for technical assistance or clarification regarding the RFP process.  PSE looks forward to your participation.
