The Regional Technical Forum (RTF) is an advisory committee of the Northwest Power and Conservation Council established in 1999 (see
charter and
Policy Advisory Committee charter) to develop standards to verify and evaluate conservation savings. Voting members are appointed by the Council and include individuals experienced in conservation program planning, implementation and evaluation. The purpose of this group is to provide a forum for the energy efficiency community regarding the activities of the RTF and allow for greater input into its decisions. This group is not sanctioned by the RTF and is the sole responsibility of me, Eugene Rosolie, a voting member of the RTF since 2002.
