ESI developed this decision tree in June 2020 to help provide a framework  for adjusting  energy models for SEM participants affected by COVID-19. The document contains two pages. The first addresses scenarios where the COVID-19 event precedes the performance period (whether during the baseline period or in the period between the baseline and performance periods). The second addresses how to handle COVID-19 events occurring during the performance period.
