Umatilla Electric Cooperative (UEC) is seeking a full-time Energy Efficiency Program Specialist to ensure the effective delivery of our residential, commercial, irrigation, industrial and renewable energy program offerings. With an engaged membership that actively seeks to optimize its energy usage, the Cooperative provides $1 million+ in rebates each year in projects that save our members tens of millions of kilowatt hours annually. This is an excellent opportunity to join a rapidly growing utility in northeastern Oregon, based in Hermiston and situated along the beautiful Columbia River, offering a wide variety of activities year-around. 

SUMMARY

The Energy Efficiency Program Specialist performs the development and delivery of the Residential, Commercial, Irrigation, Industrial and Renewable Energy programs of our rapidly growing cooperative. The Specialist works directly with Cooperative members to implement efficiencies designed to save energy and lower costs. This position contributes to UEC efforts to meet conservation requirements by tracking regulations and engaging with program consultants, participating installers and technical support contractors. The Member Services team promotes a positive image of UEC and advocates the Cooperative culture of customer service excellence.

ESSENTIAL DUTIES AND RESPONSIBILITIES may include other duties as assigned.

Ensures the effective delivery of all Residential, Commercial, Irrigation, Industrial, and Renewable Energy program offerings.

Works with program consultants, participating installers, technical support contractors and Bonneville Power Administration (BPA) program consultants.      

Interfaces with members at their home, business or farm to identify beneficial Energy Efficiency programs, including custom Irrigation and Industrial project development.

Ensures efficiency programs are meeting all federal, state and other regulatory and program guidelines, and cooperative policies. 

Interacts with regional workgroups and organizations, to include BPA, Northwest Energy Efficiency Alliance and Public Power Council.

Evaluates the general conservation plan and recommends updates and improvements as well as researches and develops new programs. Makes recommendations around emerging programs, technology and funding opportunities.

Leads administration and coordination of activities related to delivery of Hermiston Energy Services (HES) Energy Efficiency Programs.

Demonstrates a general knowledge of electric systems, load and billing data, and meets with members seeking to develop custom irrigation, commercial and industrial energy efficiency projects.

Manages documentation, tracking and reporting to meet program requirements.

Oversees project proposal review, submittal, measure, verification and report processes.

Prepares submittals to request reimbursement for program/project delivery.

Directs and coordinates program audits.

Tracks costs and available regional funding for efficiency programs throughout the year.

Develops promotional and member educational materials and communication to promote efficiency programs.

Processes requests for special projects or research from General Manager, Department Manager or Administrator as well as coordinates internal and external research as directed.

EDUCATION and/or EXPERIENCE Education:

Bachelor’s degree in related field preferred but not required. Additional related experience maybe substituted for some education. 

Spanish language proficiency is a plus.

Experience:

5+ years’ experience managing and/or directing energy conservation activities and programs.
