Local Control and Regional Collaboration: What do they mean to you?

In the Utility Brainstorming session held May 12th, participants wrote on flags what it would take to get to the future of energy efficiency. Flags identified both local control and regional collaboration as necessary to move us forward. What do local control and regional collaboration mean to you? Where should we have more local control, and what does that look like? Are local control and regional collaboration opposites, or are they complimentary and how?
